Rather than storing all the user names and passwords in the user.php file, can I call on a .txt file from my server that holds all of that info so that it can easily be edited offline?

You can do this with the users.php file as it is. Use your FTP client to download and read the users.php just like any other php file.
If you use a .txt file then ANYBODY can read it from their browser which makes the whole password protection process a total waste of time!
