When it is SAFE:

If you are trying to recover deleted files on a drive in good condition, there is no harm in using data recovery software, so long as you RECOVER THE DATA TO ANOTHER hard drive – NOT the one you are working on! This is important, because recovering to the patient drive will likely write over the data you intend to recover!

There is a lot of variation among data recovery programs – they are not all alike. Some are better at reconstructing directories. Others are better at recovering photos or e-mail. They also have different success with recovering what we call “raw” data - “orphaned” files that are usually recovered without their original names or file creation dates. Unfortunately, I don’t know where you can go to find out the detailed differences and get a truly helpful comparison.

When it is NOT SAFE:

If you are not using data recovery software to recover lost or deleted files, then you are probably using it because something is wrong with your drive.

It is NOT safe to use data recovery on a drive that is failing. For example, attempting to use data recovery software on a drive with a dirty or failing read / write head may result in permanent destruction of the drive – and it’s valuable data – before you’re able to recover what you need.
