It can be done with Photoshop to downsize photos at once. Use an action to memory the downsize steps and run to apply them to all photos. But is it easy enough to finish it? As far as I concern, they are not relatively easy, I mean you have to record the action again to get a different size. Are there any better ways?

Sure, there are. For instance, some tool like "batch exif editor", which is pretty easy to operate and friendly enough to run for a different size.

PS doesn't lead to quality lost in the downsizing. So do this batch exif editor. So it can be a great choice to save the resizing time.
