Merge to HDR of Photoshop is made to work on RAW photos as input. However it works on other formats (tif, jpeg), the photo output will be totally different from the original RAW photo used. And that difference is a lower quality, predominantly in the highlight and shadow recovery functions.

So yes, you can resize photo in tif or jpg to merge to HDR in Photoshop in order to live within your memory restrictions, but you may not be happy with the results.

Also, a trick you can try. Download and install Photomatix.It will output the intermediate merged 32 bit image in *.hdr format. There is no watermarks.
