From cPanel/WHM Account Creator for Reseller comments section:

I have a Cpanel and Whm account with some hosting company. When i load the script
i get /usr/local/cpanel/Cpanel/Accounting.php.inc does not exist. Please update
program with correct path to your WHM interface file. what should i do, I have
the file set to full 777.

Answer:

Script cannot find cPanel interface library file Accounting.php.inc, or you do not have permissions to read the file.
You have to ask your hosting provider for path to Accounting.php.inc, or locate the file yourself.

Find following text in the WHM account creator (create-whm-account.php)
$whm_interface_path = '/usr/local/cpanel/Cpanel/Accounting.php.inc';
and replace default (bolded) path with correct path.

Looks like open_basedir option (see php.ini) does not allow including this Accounting.php.inc. open_basedir, if set, limits all file operations to the defined directory and below.

Ask your hosting provider to add /usr/local/cpanel/Cpanel/ to allowed folders in open_basedir.

If you can access WHM, go to Security, then go to Tweak Security, and go to open "Php open_basedir Tweak"

Once in there you can disable it (using php people you host, can access other accounts, but unlikely) or if you want to be secure, just check it at the top,m and then check it on the domain your script is located on, eg:

if i own mydomain.net
And i have the script working on signup.mydomain.net
and i host otherperson.mydomain.net
then i check the "Enable php open_basedir Protection."
And then find the signup.mydomain.net in the list, and check the box next to it.
Then, to finish, click 'Save'
