Title: Cookies do not work if web page encoded in UTF-8

If I save my web page as with ‘ANSI’ encoding all works perfectly ( apart from display of some characters) however if I save the web page as ‘UTF-8‘ the cookie function does not appear to work, need to re-enter username and password each time you change page.
 
Is there any way to overcome the problem with UTF-8 encoded version?

Evidently php has problems with the BOM (byte order mark ) at the start of UTF files. So I will have to remove the BOM until php catches up with the move to universal character sets  :)
